option 2: peggy was captured in an early mission and had the serum injected, but was rescued by steve in his first mission as captain america. the rest of the war went as canon. at some point in the late 40s, peggy was recaptured (without the ssr's knowledge) and replaced with dottie underwood. dottie lived the rest of her life as peggy, helping found shield (and further hydra's cause within the organization), and retired with her secret identity intact. when she was diagnosed with alzheimer's, she killed herself, making it look like an accidental overdose of medication. the real peggy completed the transformation to super-soldier and was tortured and brainwashed, and spent decades as a soviet & hydra operative - again, basically like bucky.
she has both arms because...idk i said so.
